If you have already been through a DEWA approval before, you know the process: drawings, load calculations, an NOC, a site inspection, then activation. What has changed over the past few years is that a second layer now runs alongside that process. Every new building, renovation, or fit-out in Dubai also has to clear Al Sa’fat, the Dubai Municipality green building rating system, and DEWA’s own energy and water data feed directly into how that compliance is measured. For contractors and property owners, this means green building is part of the approval itself.

Where Does DEWA Fit Into Dubai’s Green Building Requirements?

Al Sa’fat is issued and enforced by Dubai Municipality, not DEWA. But the two are closely linked. DEWA’s Energy and Water Demand Management Strategy, which targets 30% savings by 2030, is one of the reference points Al Sa’fat’s energy and water performance criteria are built around. In practice, this means the same electrical load calculations and water connection data you submit for your DEWA design approval are also relevant to how your building’s Sa’fa rating is assessed.

Silver Sa’fa Is the Mandatory Floor

Since 2020, every new building in Dubai, residential, commercial, or industrial, must achieve at least a Silver Sa’fa rating before a building permit is issued. This is not optional, and it is not project-specific; it applies across the emirate, including free zones regulated by the Dubai Development Authority. Gold and Platinum ratings exist above Silver, but they are voluntary tiers for owners who want additional energy or water savings and are willing to document more to get there.

Certificate validity also differs by tier. A Silver Sa’fa certificate is valid indefinitely for private villas and industrial buildings, and for 15 years for most other building types. Gold and Platinum certificates are valid for five years, after which the building must be reassessed.

The Compliance Areas Inspectors Check

Al Sa’fat compliance is assessed across four broad categories, and each one connects back to something in your DEWA submission:

  • Energy efficiency: wall, roof, and window insulation values (U-values) suited to Dubai’s climate, and high-efficiency LED lighting throughout.
  • Water conservation: low-flow fixtures and, on larger projects, greywater recycling infrastructure, both of which reduce the connection load DEWA has to approve.
  • Materials: a minimum share of locally sourced or recycled content, plus low-VOC finishes for indoor air quality.
  • Indoor environmental quality: ventilation rates and daylighting that meet the elemental method thresholds set out in the Dubai Building Code.

Most of this is documented through a Sustainability Statement and an energy model prepared by your MEP or green building consultant, submitted alongside your standard drawings.

How do these changes affect your DEWA Approval Timeline?

For most standard villa and commercial projects, green building documentation does not add a separate approval track; it is folded into the same submission your MEP consultant prepares for DEWA design approval. Where it does add time is at two points: preparing the Sustainability Statement and U-value calculations up front, and the final site inspection, where Dubai Municipality checks that installed insulation, glazing, and fixtures match what was approved on paper.

This second point is where most delays happen. If the insulation or glazing installed on site does not match the specification in the approved drawings, expect a stop-work order until it is corrected, on top of whatever DEWA-specific inspection findings come up separately. Getting the documentation right before submission is significantly cheaper than fixing a mismatch after installation.

What This Means for Renovations and Fit-Outs?

A shop, restaurant, or office fit-out does not automatically trigger a full Al Sa’fat reassessment of the whole building. But if the fit-out changes the electrical load, water connections, or building envelope, whichever comes first with DEWA or Dubai Municipality will usually flag the green building angle as part of that review. This is one more reason fit-out and renovation projects benefit from planning DEWA and green building documentation together rather than as an afterthought once construction is underway.

Is Al Sa’fat compliance mandatory for private villas?

Yes. Silver Sa’fa is required for a building permit regardless of building type, and for private villas the certificate does not expire.

Does going green increase my DEWA approval cost?

It typically adds cost at the documentation and design stage, mainly consultant fees for the energy model and Sustainability Statement. Standard UAE materials such as concrete, blockwork, and locally available insulated glazing can meet Silver Sa’fa without specialist products, so the added cost is usually in preparation rather than materials.

Do I submit green building documents separately from my DEWA application?

Not usually. For most projects the Sustainability Statement and energy model go in alongside your standard DEWA and Dubai Municipality drawings, prepared by the same MEP or engineering consultant.
