For any construction, renovation, or fit-out works in Dubai, DEWA approval is one of the most important steps. Many property owners only hear about DEWA when the project is almost completed, but approvals from Dubai Electricity and Water Authority (DEWA) are required at different stages of the project. Understanding the types of DEWA approval helps to avoid delays and penalties.

Why DEWA Approval Is Important ?

DEWA is responsible for electricity and water connections in Dubai. Any change that affects electrical load, water supply, or infrastructure must comply with DEWA standards. Without proper DEWA approval, projects can be stopped, connections can be denied, and handovers can be delayed.

Main Types of DEWA Approval

1. DEWA Design Approval

This is the first and most critical stage.
Before any work starts, DEWA reviews the electrical and water drawings prepared by consultants. It is usually required for new buildings, villas and warehouses, commercial fit-outs and major renovations. Once it is approved, only then can site work begin.

2. DEWA NOC (No Objection Certificate)

A DEWA NOC confirms that the authority has no objection to the proposed work. This type of DEWA approval is especially common in fit-out and refurbishment projects.

Common situations where a DEWA NOC is needed:

  • Renovation or modification of existing properties
  • Load changes or service relocation
  • Temporary power or water connections

3. DEWA Electrical Load Approval

If your project requires more electricity than before, DEWA must approve the additional electrical load.

Example:

  • Adding heavy machinery
  • Installing elevators or large HVAC systems
  • Commercial kitchens or industrial units

4. DEWA Water Connection Approval

Any new water connection or modification requires a separate DEWA approval. Proper coordination at this stage prevents water pressure issues later.

This applies to:

  • New water meters
  • Additional plumbing points
  • Changes in water consumption levels

5. DEWA Site Inspection Approval

Once installations are complete, DEWA conducts site inspections to ensure all works follow approved drawings and safety standards. If everything meets the requirements, DEWA issues final clearance. If not, rectifications must be completed before approval is granted.

6. DEWA Final Connection / Activation Approval

This is the last stage of DEWA approval.
After successful inspections, DEWA activates:

  • Electricity supply
  • Water supply

Only after this stage, the property is ready for occupancy or handover.

  • Submitting drawings that don’t match site conditions
  • Not coordinating DEWA approval with Dubai Municipality or other authorities
  • Starting work before receiving official approval
  • Incorrect load calculations
